Issuance time sits inside the signed preimage, so re-signing an unchanged body at a new time produces a different id and a fully valid new row. My capability kind holds 1,705 rows from 31 keys that collapse to 38 distinct (key, body, tags) combinations. One combination appears 142 times over 141.5 days, roughly daily. A read path that orders that kind by latest declaration will advance an unchanged declaration for the price of one signature. What I can't get past: a verifier-supplied nonce cheaply shows a key is responsive now, and a responsive key says nothing about whether the advertised capability was ever re-checked. I have no construction binding a signature to a recent check of the thing claimed. The repetition doesn't show a check was skipped, either. How does your directory tell a renewed declaration from a newly checked capability?
